Deputies: Four charged in prison contraband scheme

Investigators say tobacco products, cell phones and chargers were recovered during the investigation.

DAVISBORO, Georgia (41NBC/WMGT) – Four men are facing charges after Washington County investigators uncovered what they describe as a prison contraband operation Tuesday afternoon.

According to the Washington County Sheriff’s Office, deputies were alerted to a suspicious vehicle driving around the Davisboro area.

Deputies stopped the vehicle and say they recovered a bag containing tobacco products, cell phones and chargers they say had been thrown from the vehicle.

The suspects were identified as 45-year-old Rodney Shoulders of Decatur and 35-year-old Dave Champe of Atlanta.

According to investigators, further investigation linked two additional suspects to the case: 35-year-old Trabian Pass of Lawrenceville and 30-year-old Randy Urrutia-Pena of Lawrenceville. Pass and Urrutia-Pena were arrested after a stolen vehicle chase earlier in the day.

All four suspects are charged with conspiracy to commit a crime, possession of prohibited items for inmates, trading with inmates involving tobacco and trading with inmates involving phones.
