Morning Business Report: FDA orders e-cigarettes to be taken off the market

The FDA will order Juul e-cigarettes off the U.S. market according to the Wall Street Journal. They say rivals RJ Reynolds and N-joy will be allowed to keep selling, as long as they aren’t fruity or sweet flavored.

The IRS is making progress on the tax return backlog, but millions remain unprocessed. There were 11 million pending as of June 10, twice as many in a typical year.
