UPDATE: Milledgeville Ethics Committee Investigates Complaint Against City Councilman
MILLEDGEVILLE, Georgia (41NBC/WMGT) – The Milledgeville Ethics Committee found parts of the complaint filed against a city councilman are valid and they are opening an investigation.
The board met Tuesday night. It took them almost two hours to review the complaint filed against Councilman Phillip Joiner.
They will look into two of the three allegations. The complaint claims Joiner didn’t attend state mandated training the city paid for and he misused city funds during a convention in Iowa back in 2011.
The board denied the harassment claim because it doesn’t fall under the ethics ordinance.
“We went strictly by the ordinance that governs the ethics committee. Then we went by the ordinance that governs the city council and went through the issues of what is prohibited, what is general,” Chairwoman Patricia Hicks said. “We looked at those prohibited areas and it did not fall under any of those prohibited areas.”
Last month, downtown business owner Danielle Fields filed the city’s first complaint. The city of Milledgeville became a City of Ethics in March 2012.
The board will start to collect documents and evidence from the city. The passed a 10 day extension and scheduled a hearing ion July 16. Joiner and Fields can testify, present evidence, and call witnesses.
