Man accused of stalking Macon-Bibb Mayor

MACON, Georgia (41NBC/WMGT) – A Soperton man is accused of stalking Macon-Bibb Mayor Robert Reichert.

Twenty-nine year old Dayne Gary Billie is charged with open container of alcohol, stalking, reckless driving, and disorderly conduct.

According to a sheriff’s report, deputies received a 911 call Sunday around 2:48 p.m. from a possibly ‘demented person’ who told dispatch that his mother, sister, and grandmother were kidnapped and that he wanted to meet with deputies. The report states that the complainant as following the suspect vehicle on Riverside Drive near Burrus Road. It goes on to say dispatch was receiving several calls in regards to a white sedan driving recklessly and ‘running’ vehicles off the road.

Deputies eventually caught up with Billie and Reichert. The report states Billie appeared to be “extremely disoriented.”

According to the report, the mayor told deputies he was driving home when he noticed a white Nissan Altima parked in the middle of Rosa Taylor Drive blocking traffic. The mayor pulled up beside the vehicle to check with the driver to make sure everything was okay. The report states Billie appeared to be “disoriented” and rolled up his window without speaking, as if not wanting to talk or be bothered.

The incident report goes on to say the mayor drove toward a home on Walton’s Way to pick up his son’s dog. The mayor told deputies Billed followed him to Walton Way. He saw the white Nissan Altima stomp on the gas causing the vehicle to reverse up the street quickly and squeal.

The mayor noticed the vehicle followed him to his destination. The report states Reichert radioed dispatch and overheard the vehicle description go out over the radio and figured deputies were attempting to find the vehicle.

Reichert told deputies he did not know the driver of the vehicle and did not know why he was being followed.

Deputies asked Billie what was going on and he told them “He [Reichert] knows what he has done. I don’t have to say anything. He knows what’s going on,” the report states. According to the report, Billie told deputies Reichert forced his mother, grandmother, and sister into the SUV and he followed the car in an attempt to rescue his family. Deputies told Billie there was no one inside Reichert’s vehicle.

Deputies asked Billie to step out of the car. The report states Billie started yelling and shouting profanity at the mayor, which caused neighbors in the area to leave their homes and disturbing the peace.

Deputies put Billie in the back of a squad car where he “continued to appear disoriented and was making spontaneous utterances that did not appear rational for a reasonable and prudent person.” The report states Billie began to accuse the government of being corrupt and accused deputies of covering up for what the mayor had done. Billie accused the mayor of raping his family and kidnapping them, that is according to the incident report.

Deputies found an open bottle of Wild Irish Rose alcohol inside Billie’s car and a cup containing some of the bottle’s contents in the front cupholder area. 

Deputies conducted a field sobriety test on Billie and it was later confirmed that he was “showing signs of impairment under possible narcotics/drugs.”

Billie is booked in the Bibb County Law Enforcement Center.

A spokesman for Mayor Reichert says the mayor is thankful for E-911 and the sheriff’s department’s response during this situation.
