(NBC)- President Donald Trump is making another attempt to restrict birthright citizenship after losing a Supreme Court case over the issue in June.

Trump signed two executive orders Thursday that take a narrower approach to limiting automatic U.S. citizenship for some children born in the United States to non-citizens.

The new orders target several specific categories, including children of foreign diplomatic staff working in the United States and children of people classified as “alien enemies.”

The orders also address children born in U.S. territories if Congress changes existing law and children born to mothers accused of traveling to the United States primarily to give birth, a practice the administration calls “birth tourism.”

The Trump administration says it will also deny visas to some pregnant women attempting to enter the United States if officials determine their primary purpose is to give birth in the country.

White House Deputy Chief of Staff Stephen Miller said the administration considers it fraud when someone tells a consular officer they are traveling as a tourist while their actual purpose is to give birth and obtain U.S. citizenship for their child.

The new action follows a June Supreme Court decision that rejected Trump’s earlier attempt to restrict birthright citizenship, a right guaranteed under the 14th Amendment.

Several civil rights organizations say they plan to challenge the latest executive orders in court.
