Bibb County has a new jail administrator. Samuel Jines, a veteran corrections leader, will oversee operations impacting public safety and jail conditions.

MACON, Georgia (41NBC/WMGT)- The Bibb County Sheriff’s Office has named a new leader for its jail operations.

Samuel Jines, a veteran corrections official with national-level credentials, will serve as jail administrator, overseeing nearly 100 deputies, staff and vendors, Sheriff David Davis announced.

The jail administrator manages daily operations, staffing, and inmate oversight, a role that directly impacts public safety and jail conditions in Bibb County.

Jines brings more than a decade of experience in corrections. He joins the agency from the Davidson County Sheriff’s Office in Nashville, Tennessee, where he managed daily operations at a 1,000-bed maximum security facility.

His background includes supervision of restrictive housing, medical units, and booking operations. He has also managed facilities housing both male and female populations, including pre-trial and post-trial detainees.

Jines holds a bachelor’s degree in leadership science with a minor in pre-law and is currently pursuing a master’s degree in the same field. He is one of five Certified Jail Managers in Georgia through the American Jail Association.

He also serves on the association’s Jail Guidelines Committee and Resolutions Committee and is a graduate of the National Jail Leadership Command Academy.

Jines is a published author on correctional leadership, with work featured in American Jail Association and American Correctional Association publications. He also served as a guest speaker at the Tennessee Corrections Institute’s 2025 Annual FTO Conference.

In his new role, Jines said he plans to focus on building trust with staff, inmates, and the public, while improving operations and expanding opportunities for those preparing to return to the community.

Critical issues facing the Bibb County Jail

41NBC News has been closely following ongoing issues at the Bibb County jail, including overcrowding, safety concerns, and plans to expand the facility. Recent coverage has focused on a $1.24 million first phase of that expansion, which is expected to add around 150 beds as part of a larger, multimillion-dollar project.

At the same time, reports have highlighted rising violence inside the jail, along with several inmate deaths and ongoing concerns about the condition of the building itself. Those issues have also drawn attention at the federal level, with calls for a possible Department of Justice investigation into conditions at the facility.
