(CNN)- Minnesota officials are responding to outrage and grief following the fatal shooting of a woman by an Immigration and Customs Enforcement agent during a traffic encounter in Minneapolis.
“Folks are angry. They are incredibly upset,” said Minnesota Lt. Gov. Peggy Flanagan. “Renee Nicole Goode should be alive.”
The shooting happened Wednesday after ICE agents approached an SUV that was blocking a roadway. Video from the scene shows officers ordering the driver to exit the vehicle. Authorities say she did not comply.
Moments later, gunshots rang out.
Witness video captures the SUV rolling forward and crashing into a nearby parked car after the shots were fired. Trevor Heitkamp, who witnessed the incident, said agents at the scene appeared to realize the severity of the situation almost immediately. Multiple witnesses say a man who identified himself as a physician asked officers if he could provide emergency medical care to the woman but was told no.
“Can I go check a pulse?” the man asked in the video.
“No, backup,” an agent replied.
“I’m a physician.”
“I don’t care,” the agent said, adding that medics were on the way.
Emily Heller, another witness, said it quickly became clear the woman would not survive.
“It was very obvious to everyone who had witnessed it all that she would not make it,” Heller said.
U.S. Homeland Security Secretary Kristi Noem defended the ICE agent’s actions, saying the agent followed protocol.
“ICE agents repeatedly ordered her to get out of the car. She refused to obey their commands,” Noem said. “She then proceeded to weaponize her vehicle and attempted to run a law enforcement officer over.”
State and local leaders strongly dispute that characterization. Minneapolis Mayor Jacob Frey rejected the federal government’s account.
The shooting has intensified scrutiny of federal immigration enforcement tactics and sparked renewed calls for transparency and accountability. State and local officials say multiple investigations are underway as the community demands answers.
