(NBC)- An urgent manhunt is underway in central California after a shooting at a child’s birthday party left four people dead and at least eleven others wounded. Authorities say a suspected gunman opened fire inside a banquet hall packed with more than 100 people, turning a day meant for celebration into tragedy. Among the victims killed were three children—ages eight, nine, and fourteen—and a 21-year-old adult. The San Joaquin County Sheriff’s Office described the scene as “devastating.”

“Our hearts go out to the families, to the victims, to this community,” said spokesperson Heather Brent.

Investigators say early evidence indicates the attack was targeted, not random. The mayor of the community told NBC News he fears the violence may be tied to gang activity. Local and federal authorities remained on-scene into the night, collecting evidence and interviewing witnesses. The shock of the attack is rippling through the community, which gathered for a somber candlelight vigil honoring the young lives lost.

A city council member summed up the town’s grief:
“This is not our community. Those people who attacked children at a birthday party—there are no words.”

As of late Thursday, no arrests had been made. Officials say there are an estimated 100 gangs operating in the region and are urging anyone with information to contact law enforcement immediately.
