Lawmakers introduce “Gurley Bill”; aimed at punishing those targeting student-athletes

ATLANTA, Georgia (41NBC/WMGT) – One state legislator is on a mission to make sure student-athletes aren’t taken advantage when they’re signing autographs. 

State Representative Barry Fleming, (R) District 121, is introducing House Bill 3 or the “Gurley Bill.”

Fleming says it’s unfair for athletes to face consequences or sanctions for taking money, and not the people who entice those athletes. 

According to the bill, violators could face up to five years in prison, and a possible $25,000 fine. 

“So our hope is if we pass a bill like this that we’ll take the profit, at least, out of these memorabilia dealers enticing young athletes to do things and get them in trouble,” Fleming said. 

He adds a judge could match the fine, instead of the $25,000, with the profits the dealer made instead.

He’s positive the bill will be considered and passed in the next legislative session. 

“We settled on House Bill #3 because that’s Todd Gurley’s number. The governor has already been interviewed about this and said that he’d sign the billl if it made it to his desk. So yeah I feel pretty good about its chances right now,” Fleming said. 

The 2015 legislative session begins Monday, January 12, 2015.
