G.B.I. Levies New Charges Against State Employee, Learn He Posed as a Female Online

A new charge was brought against Richard O’Neal late Tuesday afternoon, and G.B.I. is providing new information about O’Neal in the accusations against him.

O’Neal was originally investigated and then arrested by the Georgia Bureau of Investigation on the last day of August. He is accused of using his personal and professional computers to sexually exploit children. G.B.I. seized O’Neal’s computers for their investigation.

O’Neal is the assistant to Superior Court Judge Hulane George in Milledgeville. He now has four charges filed against him in this case;

• Sexually exploiting children
• Electronically furnishing materials to a minor
• Electronic/Computer exploitation of a child
• Identity fraud

Tom Davis with the G.B.I. says after deeper investigation and searching O’Neal’s computers, they found he would pose as a young female on the computer, and then entice and have sexual contact with other females via the computer. Davis would not elaborate what ‘sexual contact’ meant exactly, since the case is still being investigated.

In the newest charge, G.B.I. charged O’Neal for Identity Fraud, saying he used the identity of a teenage girl, and then posed as that girl.

Davis says he has reason to believe O’Neal has been doing this for weeks.

“He’ll have to face the music now,” Davis explains. “Of course several charges have already been levied against him, and more could possibly come. We’ll just have to see how it plays out.”

O’Neal is being held in the Baldwin County Jail. Davis says O’Neal will likely be arraigned at some point, and then the case will be brought before a grand jury. Davis says the case will go to trail ‘if need be’.
