(NBC)- As artificial intelligence continues to expand, the massive data centers needed to power the technology are becoming the focus of growing debate in communities across the country.

Residents in several states have voiced concerns that large-scale data center projects could change neighborhoods, strain local resources and increase electricity costs.

On Thursday, President Donald Trump announced a new Ratepayer Protection Pledge, saying companies building AI data centers—not homeowners and businesses—should bear the cost of the new electrical infrastructure needed to support the industry’s rapid growth.

Trump said nearly 200 stakeholders, including utility companies, developers and 23 Republican governors, have signed the pledge.

The administration argues the projects will create jobs and help the United States remain competitive in the global race to develop artificial intelligence.

At the same time, opposition to new data centers continues to grow. New York Gov. Kathy Hochul signed a one-year statewide moratorium on new data center development, citing concerns over electricity demand, water consumption and environmental impacts.

Other communities have also slowed or paused projects. Local leaders in Charlotte, North Carolina, have launched a task force to study data center development, while Marion County, Indiana, has approved its own temporary moratorium.

Supporters say the facilities are essential to maintaining America’s leadership in AI, while critics argue communities need more time to evaluate the long-term impacts before approving additional projects.
