Monroe Co. Commissioners Look to Challenge Border War Decision

Monroe County Commissioners are looking at challenging Secretary of State Brian Kemp decision to throw out a survey done back in 2009, which puts Monroe County's border farther south.

Kemp decided to rule against a recommendation made in Monroe County's favor by Administrative Law Judge John Sherrill last month. The decision came after years of debate, however, Monroe County Commissioners say Kemp's decision was reckless.

A large part of Tuesday's commissioners meeting was spent watching a 40 minute video made by land surveyor Terry Scarborough. The video detailed why Scarborough believes his survey is accurate.

G.B.I. Levies New Charges Against State Employee, Learn He Posed as a Female Online

A new charge was brought against Richard O'Neal late Tuesday afternoon, and G.B.I. is providing new information about O'Neal in the accusations against him.

O'Neal was originally investigated and then arrested by the Georgia Bureau of Investigation on the last day of August. He is accused of using his personal and professional computers to sexually exploit children. G.B.I. seized O'Neal's computers for their investigation.

O'Neal is the assistant to Superior Court Judge Hulane George in Milledgeville. He now has four charges filed against him in this case;

  • Sexually exploiting children
  • Electronically furnishing materials to a minor
  • Electronic/Computer exploitation of a child
  • Identity fraud

Tom Davis with the G.B.I. says after deeper investigation and searching O'Neal's computers, they found he would pose as a young female on the computer, and then entice and have sexual contact with other females via the computer. Davis would not elaborate what 'sexual contact' meant exactly, since the case is still being investigated.

In the newest charge, G.B.I. charged O'Neal for Identity Fraud, saying he used the identity of a teenage girl, and then posed as that girl.

Davis says he has reason to believe O'Neal has been doing this for weeks.

"He'll have to face the music now," Davis explains. "Of course several charges have already been levied against him, and more could possibly come. We'll just have to see how it plays out."

O'Neal is being held in the Baldwin County Jail. Davis says O'Neal will likely be arraigned at some point, and then the case will be brought before a grand jury. Davis says the case will go to trail 'if need be'.

RAFB Welcomes Final Flight for C-130E Aircraft

On Tuesday, Robins Air Force Base welcomed a 47-year-old C-130E aircraft as it made it's final touch down.

Navigating the plane, was Major John Fay a C-130 instructor at Little Rock Air Force Base and a Houston County High School graduate.

"It's a pretty big honor I think to get the E model, C-130 here. We're retiring almost all of them here pretty soon," says Fay.

Fay graduated from Houston County High School and says he's happy to be in middle Georgia.

"I went to high school here...so it's pretty neat to fly the airplane back here and have it be on display for the future."

Fay's parents, Cathy and John Sr. anxiously waited for the aircraft to land, overwhelmed with joy, and excited to see their son after more than a year.

"Butterflies right now a lot, quite a sense of pride and this is a very special occasion for us, especially him bringing it back in," says Fay, Sr.

Coming from a military family, Fay says he has always wanted to be in the air force.

"As long as I can remember, I've wanted to be in the air force and fly."

His mother Cathy says, "Now when we bring visitors over here to see the museum, we can take them to that airplane and show them, know a lot about it's history and know that our son brought it back."

Fay says what a 1962 model can do versus a 2011 model is still pretty incredible.

The aircraft will be retired and displayed at the Museum of Aviation.
